Civilisation Outlook / Model v0.1

Scoring impact without pretending certainty.

The Civilisation Outlook Event-Impact Model records whether a documented event helps or harms civilisation, how far the impact reaches, how long it may last, how likely it is to spread and how strongly the evidence supports that assessment.

Provisional model. The Civilisation Outlook score is published with its event count, coverage, confidence, model version and validation status in the same KPI. It must not be presented as validated until the stated requirements are met.

The seven-level Civilisation Scale

The underlying model retains its precise calculation for reproducibility and audit. The main public indicator translates that value into one of seven civilisation conditions so it is not mistaken for a percentage, probability, prediction of collapse or school-style mark.

Public stateInternal scoreCondition
State 10 or belowCritical
State 2Above 0 to 16.67Severe Strain
State 316.68 to 33.33Deteriorating
State 433.34 to 50.00Unstable Balance
State 550.01 to 66.67Fragile Progress
State 666.68 to 83.33Advancing
State 783.34 and aboveFlourishing
Current public reading: State 4 — Unstable Balance. The index is 39.95 from 275 published scored events, using each record’s published v0.2 or v0.2.1 score once. Historical back-testing and independent review are not complete.

Four measures of reach

Every event receives a 1–5 rating for geographic reach, population reach, persistence and propagation potential. This distinguishes a contained local incident from a smaller event capable of cascading across countries or systems.

Reach = 30% geographic reach + 30% population reach + 20% persistence + 20% propagation potential

1LocalUp to 10,000DaysContained
2SubnationalUp to 1 millionWeeks to monthsLimited spillover

4RegionalUp to 500 millionThree to ten yearsActively spreading
5GlobalMore than 500 millionStructural or 10+ yearsSystemic or cascading

Direction, intensity and evidence

An event can be positive in one dimension and negative in another. Each dimension receives a direction of −1, 0 or +1, an intensity from 0 to 5, a relevance weighting and a written rationale. Evidence confidence from 0 to 1 reduces scores whose consequences remain uncertain.

Materiality = Reach × Evidence confidence × Category base weight × Independence factor × 100 Dimension impact = Direction × (Intensity ÷ 5) × Relevance × Materiality Overall event impact = Sum of all dimension impacts

Related milestones carry an explicit independence factor. This prevents connected records—such as treaty adoption and later entry into force—from being counted as if they were wholly separate impacts.

−100 to −35Major negative
>−35 to −10Negative
>−10 to <+10Limited or mixed
+10 to <+35Positive
+35 to +100Major positive

Fourteen additional Dataset 002 records have complete v0.1 assessments held in review. Their model version and original inputs will remain preserved when later versions re-score the same evidence.

Source provenance

Every score retains a model-versioned snapshot of the source URL, title, publisher, publication date where known, retrieval time, evidence relationship and a note stating which claim the source supports, contradicts or contextualises. This preserves exactly which evidence v0.1 used even if a later model adds sources. Retrieval time records when Civilisation X consulted the source; it does not imply that a live page can never change.

Initial scored events

These are event-impact scores—not a score for the entire world. Every value is reproducible from the published inputs and can be challenged through the corrections process.

World-score validation gate

The provisional score is published now with its caveats. It cannot be labelled validated or shown without those caveats until the model has at least 120 scored events, 20 events per dimension, four geographic regions, 24 months of observation, historical back-testing, sensitivity analysis and independent methodology review.
